- Need some advice

My 14 year old miniature schnauzer's health has been failing for some time. He is mostly blind, mostly deaf, has a fatty tumour on his leg, and has what the vet says is "cognitive dissonance" but we just say is doggie dementia. Plus he is losing some motor control in his legs and now has been diagnosed with early stages of renal failure.
They cannot/will not operate on the tumour because they are sure if they put him under anesthesia that his heart will stop.
At times, he seems almost content like he used to be. He wants to be petted and loved. But days like today, he falls, lists to one side as he walks, walks into things and now his head is cocked kinda sideways.
I am starting to feel that the best thing for him would be to have him put to sleep. I have only done this once before with a pet (my kitty Bozo) but he was in a lot of pain at the time and showed it. Poco doesn't show the pain but who knows what he is feeling.
I and the rest of the family are too emotionally involved or frustrated to know what is the right decision. So I come to you my online family to seek some input. What would you do?
